Picture Dictionary is a hand-on literacy building activity that is mainly for students who work on pre-reading skills like, receptively/expressively learning new words, recognizing letters(upper and lower case).
It is perfect for a literacy center- eventually students can complete 6-7 words on their own with the visual system. 
Once you have a book set up with a bag of words(pre-cut) and a glue stick, you are pretty much ready to go anytime and anywhere!
